"A person in one state, will not be asked to come explain themselves; if they are one discriminated, when compared to another."

הָ֚בָה נֵֽרְדָ֔ה וְנָבְלָ֥ה שָׁ֖ם שְׂפָתָ֑ם אֲשֶׁר֙ לֹ֣א יִשְׁמְע֔וּ אִ֖ישׁ שְׂפַ֥ת רֵעֵֽהוּ׃


Come let us go down,
A person in one state,
hā-ḇāh nê-rə-ḏāh, - הָ֚בָה נֵֽרְדָ֔ה

And confuse there their language;
Will not be asked to come explain themselves;
wə-nā-ḇə-lāh šām śə-p̄ā-ṯām; - וְנָבְלָ֥ה שָׁ֖ם שְׂפָתָ֑ם 

That not may understand,
If they are one discriminated,
’ă-šer lō yiš-mə-‘ū, - אֲשֶׁר֙ לֹ֣א יִשְׁמְע֔וּ

One man the speech of another.
When compared to another.
’îš śə-p̄aṯ rê-‘ê-hū. - אִ֖ישׁ שְׂפַ֥ת רֵעֵֽהוּ׃

Rights of residents in States

A subject of the Queen, resident in any State, shall not be subject in any other State to any disability or discrimination which would not be equally applicable to him if he were a subject of the Queen resident in such other State.
